There is increasing confusion athwart the likely application of the European Commission's plans for the decoupling of European Union farm subsidies from production. Uncertainty encompasss both the initial application of the propos income subsidies and their later likely impact on the manner of making of European agriculture.

The main question is whether or not it is intended is that the flat-rate income subsidy to replace generally received production subsidies is to be attached to the land from which it originates, or whether it can be detached according to beneficiaries (see also AE2043, 28203 EP/4)
