Screening Post-9/11: Better is Not Enough

Is the screening theory put in place after the 9/11 attacks according to the Transportation Security Administration (TSA), uniform with its many reported failures and shortcomings, better than the pre-9/11 airline-run screening system? "The answer is unquestionably yes" declares Billie Vincent, an aviation security consultant with an international clientele. In an upcoming race 25 presentation at a McGill University Institute of Air & Space Law discourse in Montreal, Canada, on common challenges in international aviation, the title of Vincent's paper takes the form of a question: "Have Airports, Airlines and managements Done Enough (Or Too Much) to Avoid Another Catastrophic Terrorist Event?"

His observations present an alternate and complementary perspective to the Coalition of Airline Pilots Associations (CAPA) report card. With his permission, extracts of Vincent's presentation follow:

"The suspected bombing of sum of two units Russian airliners on Aug. 24 is particularly troubling. The means of concealment, movement of explosives around the Russian security method or other method of introducing the explosives onto the pair aircraft is still unknown. Nevertheless, it is already clear that the pair suicide bombings have raised the bar upon aviation security.

"A variety of security measures will have to be incorporated to counter the use of suicide bombers. There will be opposition to the introduction of these additional measures, as they will convert into the efficiency of the aviation security classification once again.

"Walk-through portal explosives trace detection units are only now reaching a point where they may be opened (ASW note: as of this writing, five like systems are operating in a U pilot program).

"These recently made known technologies may have to be used in conjunction with the application of profiles for couple reasons, one has to do with focusing these scarce and expensive equipment resources forward the persons having the highest probability of a threat to aviation safety, and the secondary has to do with maintaining throughput efficiency."

A loophole

"The Registered Traveler program is not a security method - it is a facilitation program. The intent is to impel passengers through the security screening points faster - not necessarily more securely Al Qaeda and its associated organizations have the resources to research the program and above time get members of their organizations qualified as Registered Travelers. The TSA's protestations to the contrary, what little integrity the program has at the starting-point will be destroyed the jiffy the first minority discrimination complaint is filed at someone denied entry to the program. Greatest concern

"As I view it, a three-stage system is necessary to have a reasonable chance of preventing fortunate attacks using suicide vehicle bomb against terminal buildings. Stage 1 is a surveillance and preliminary assessment of all vehicles forward the approach road(s). Stage 2 is an inspection station for those vehicles designated by dint of the Stage 1 surveillance team(s). Stage 3 is the installation of barriers as a means of stopping relatively large vehicles if they ignore orders to stop for inspections at Stage 2"

Not there yet

"The popular system includes improved attention to cargo, catering, background screening, etc Is it sufficient to withhold Al Qaeda terrorists?
